Summary of important user-visible changes for devtools 0.3.1:

 This release brings the parser to tree-sitter-octave 0.1.0 and fixes two
 faults in `devtools.selftest`.

 ** The parser reads spaces inside brackets as Octave's own lexer does:
    `[1 -2]` is two elements where `[1 - 2]` is one, `[v (w)]` is `v` and
    `(w)`, and `[1:2:end]` is one range.  A line ending in an operator, a
    backslash continuing a line outside a string, and `{@(t) t (1) 2}` are
    syntax errors, as in Octave.  Asked about MATLAB, `devtools.dialectLint`
    reads brackets as MATLAB does.  `devtools.lsp` and
    `devtools.dialectLint` both read the corrected tree.

 ** `devtools.selftest (CMD)` on Windows no longer fails its check that a
    server answers requests arriving in bursts, which it did for every
    command given.

 ** `devtools.selftest` no longer prints the server's startup line among its
    results, and called without outputs it prints each result as its check
    ends rather than all at the end.
